Bộ Y tế vừa ban hành Thông tư số 21/2024/TT-BYT, quy định phương pháp định giá dịch vụ khám chữa bệnh (KCB) tại các cơ sở y tế. Cụ thể, Bộ Y tế sẽ giữ nguyên cơ cấu giá và định mức đã ban hành, chỉ điều chỉnh yếu tố tiền lương từ mức lương cơ sở 1,8 triệu đồng sang mức lương cơ sở 2,34 triệu đồng.Việc điều chỉnh này nhằm đảm bảo mức thu nhập hợp lý cho đội ngũ y, bác sĩ, góp phần nâng cao chất lượng dịch vụ y tế. Bộ Y tế đã phê duyệt giá KCB cho 5 bệnh viện hạng đặc biệt và 10 bệnh viện hạng 1, đồng thời yêu cầu các địa phương triển khai phê duyệt giá theo mức lương 2,34 triệu đồng.

Bộ Y tế đánh giá, việc điều chỉnh giá dịch vụ KCB sẽ không ảnh hưởng nhiều đến người tham gia bảo hiểm y tế (BHYT). Với quỹ BHYT, hằng năm quỹ vẫn có chênh lệch thu chi và lũy kế kết dư, đồng thời số thu quỹ BHYT tăng do điều chỉnh mức lương cơ sở thường sớm hơn việc điều chỉnh giá dịch vụ KCB.Đối với người nghèo, đồng bào dân tộc thiểu số và các đối tượng chính sách xã hội, họ không bị ảnh hưởng do được quỹ BHYT thanh toán 100%. Với những người có thẻ BHYT phải đồng chi trả, phần đồng chi trả tăng thêm không nhiều và họ có khả năng chi trả vì thu nhập cũng được tăng theo tiền lương cơ sở.

Đặc biệt, các bệnh viện phải bảo đảm các chuyên gia, thầy thuốc giỏi dành tối thiểu 70% thời gian để KCB cho người bệnh có thẻ BHYT và hỗ trợ chuyên môn tuyến dưới.Việc này nhằm đảm bảo người dân, đặc biệt là những người tham gia BHYT, được tiếp cận dịch vụ y tế chất lượng cao.
